So, Congress mainly favors the rich, SCOTUS does it too and even POTUS is bankrolled by the rich (and naturally is expected to give a little in return). The proof is in the pudding: the top income tax rate evolution. Another way to look at it is the Gini coefficient. Piketty wrote a tome on wealth concentration in his Capital in the 21st Century that showed that the rate of return on capital (r) is greater than the rate of economic growth (g) over the long term, with the obvious implications on wealth distribution.
