DHS vs CBP vs ICE use-of-force policy

1. DHS includes both ICE and CBP.
2. DHS (and ICE by default) use-of-force policy consists of a 4-pager from 2022 and a 13-page update from 2023. Neither mention anything about LEOs practicing safety and de-escalation techniques around vehicles.
3. CBP use-of-force policy is a 64-page document from 2021 that is quite clear about how to be safe and de-escalate around vehicles:

In theory, yes. Law enforcement is supposed to obey the law, like not murdering people.

In practice, they are above the law in a lot of ways. Right now, they have a President who doesn't have to obey laws and encourages violence. These people like that.

Not all Americans agree. This is likely to get messy.

What I was trying to show without saying it directly, is that this ICE-above-the-law situation is an institutional failure that has been around since before 2021 when CBP implemented a clearer policy around use of force, but ICE and DHS did not, so this predates Trump's second term.

As a side note, the shitty treatment of US undocumented immigrants and ramping up of their detention and expulsion has been building up for a very long time and the major difference since last year is that it got a lot more media and public attention due to the chief instigator's rhetoric and tactics. https://en.wikipedia.org/wiki/Deportation_from_the_United_States
