Russia signed in 2000, but withdrew in late 2016 after it was preliminarily found to have run afoul in 2014 re: Ukraine. China and India never signed even. Of the top 10 most populous countries, only 4 are signatories (Nigeria, Brazil, Bangladesh and Mexico). At least 2/3 of the world population lives in non-signatory countries.
